Another dimension where time and space are distorted. The place looks like a giant disk of blue stone floating into an impressive azure void. Rocks float in the air around the disk and some kind of sun still shines on it with its blue light. (A bit like this)

-----------------------------------------------------------------------------------------------------------------------------
Kokonoe was the first one in the place. At least I won't give my advice in somewhere that looks like my lab... I hated hosting people in my personal place... That blue ambience is creepy though...
"Greetings lost children. Wait, I'm not gonna recycle my 'Help me! Professor Kokonoe' entrance speech, people will think I'm lazy! ...I gotta find something else."

Kokonoe was thinking, but another silhouette landed on the giant blue stone, and seemed a bit lost in there. But then again, Noel Vermillion always seemed lost when she entered a place for the first time. The atmosphery gave her a weird feeling, and it didn't last long before manifesting its presence: her eyes switched to a vague blue color and her clothes changed in a blinding flash. The twelfth Murakumo Mu had taken over, and looked at the surroundings without doing anything. Her voice was a bit ethereal, well-toned but not bearing any emotion: "What is this..? Information?"
She had acknowledged the surroundings being filled with all kind of information, and had assimilated the settings, when another silhouette appeared...

Floating from the void, a girl with a blue head, with fluorescent blue eyes and bodysuit, took foot on the stone as well: it was Aomi, the last state-of-the-art homunculus from the Novus Orbis Librarium.

Kokonoe adressed the public which was nowhere:"I could tell this is going to go in an uncomfortable direction." But nothing happened, the two homunculi simply walking towards Kokonoe, before another person came down the sky. Holding a proud, straight stance, a second blonde came down from the sky: it was the knowledgeable Captain Shinju Shimotsuki, coming as well from the NOL.

Kokonoe addressed again the absent public:
"This isn't gonna be an easy-going show, is it?"
She was interrupted by the Captain: "Actually it is. This is not a place where trouble is allowed."

A moment of silence followed. As to follow this properly, a stone emerged from the "floor", building a table and four seats. Aomi sat on the left one, next to Shinju, Kokonoe, and Noel at the right. Now the setting looked perfect, the table even sported microphones for whatever reason. Noone was going to question how things happened in this dimension, as immense metaphorical shelves showed up in the background, filled with books.

Being the most experienced in this kind of show, Kokonoe opened the show to the now still absent audience:
"Welcome, everyone, in the Dimension of Cognition. I am Professor Kokonoe, head of Sector Seven and specialist of scientific progress. My partners for this show are..." She let the others speak:
"Captain Shinju Shimotsuki of the Novus Orbis Librarium. I know what is to be known about the NOL's structure, the political setting, and supernatural phenomena."
"Aomi has data about all of the NOL's higher-ups and their weaponry, but also include alchemy and the functioning of artificial humans."
"Mu... available information: everything. I am... the Eye."

Kokonoe added, to enlighten the unknowing of their purpose here: "I guess that does it for the introduction. Feel free to ask all sorts of question about the BlazBlue universe, and all shall be answered seriously.... from all that one can know, of course."

------------------------------------------------------------------------------------------------------------
NOTE: This is an information topic. Don't come here just for it, this topic is here to answer questions, not to debate or to chitchat. Have fun.

"Well, well. As I already stated inside the shoutbox, currently I am bugged by the definition of an 'Observer'. On the BlazBlueWiki it is stated as such:

http://blazblue.wikia.com/wiki/Observer wrote:
An Observer, by simple terms is someone that assists in seeing all the possiblities that occur in the world of Blazblue due to all the time loops that happen because of the Master Unit: Amaterasu.

It is unknown how one actually becomes an observer, but it is implied that one can be given the position by Takamagahara, by having some degree of power as the known beings that are observers are the series most powerful characters story-wise, or by becoming an "uncertain factor" in the time loop which you exist in. It is also shown in Hakumen's story that someone can actually agree to be observed by another individual. Unfortunately becoming an observer means one must also abide by the title and cannot take action in most situation's a trait that has greatly annoyed Rachel. The idea of an observer is based on quantum physics and the experiment Schrödinger's cat. Special beings like Hazama, Hakumen or Rachel will disappear without an observer, though apparently Ragna's hate for Hazama is enough to maintain the latter.

List of known Observers

Rachel Alucard (Relieved of position. Now only observing Hakumen)
      Kokonoe (Formerly observing Hakumen)
      Saya (now observing Terumi)
      Noel Vermillion/Mu-12 (Out of commission)
Takamagahara (No longer able to observe due to a virus)

"The information we get from this means, that I, Rachel Alucard have an observer myself. Otherwise I would cease to exist. That is now now problem anymore due to the breakdown of Takamagahara... but who was that person?"
A distant voice of a crying child is heard: "Who were my parents? Daddy, is that you?"
"..."
"I suggest that Takamagahara itself may have been my observer. As there is no specific person listed, whom the Takamagahara may have observed. (Which leads me to a question I just thought of: Who did they observe? Everyone? What is the reason of other observers to exist then? I myself seemed to have observed multiple beings.)
Another thing is the uncertain mentioning in the 'List of known Observers', but it is more trivial actually. It lists that I am no observer anymore, yet I am that of Hakumen."

"Next big question was if Ragna's hatred towards Terumi (which is a crucial condition upon itself) may function as an observer in itself for Yuuki Terumi. Kokonoe stated it could be the 'reason, which the ghost known as Yuuki Terumi needs to exist' leaving the whole observer-talk out of it. I am satisfied with that answer, actually."

"But, resulting from this: Would Terumi cease to exist the moment Ragna does not hate him anymore? Is it a higher cause, that obliderates all other conditions? Which means an observer or life link is rendered useless the moment Ragna does not hate Terumi anymore, 'fulfilling his will as haunting ghost sending him back to the afterlife'.... his search for immortality by choosing a life link with Mu would be futile then, or did I priorize the gravity of known facts in a wrong way? I do hope you can follow my thoughts here, it is quite a complicated topic I believe..."

Kokonoe and the others had seen the vampire from all the way up to the "moon" that shone in the sky. Kokonoe being the more appropriate person to welcome the newcomer, spoke to her: "Oh, Rachel. So you found your way to here. We're gonna answer all of your questions."
She didn't say so much, and yet the serious NOL Captain Shinju Shimotsuki spoke briefly after: "Today's business is Observers' status. I don't have as much intel on this as I would want. Maybe Aomi knows more than me about this?"
The blue-headed homunculus girl denied. "Aomi does not know about observers. Mu will answer."
As to make her right, the blonde Murakumo began to speak: "I know... and will say."

Rachel Alucard wrote:"The information we get from this means, that I, Rachel Alucard have an observer myself. Otherwise I would cease to exist. That is now now problem anymore due to the breakdown of Takamagahara... but who was that person?"
"I doesn't know who may have observed you. Possibilities range from Valkenhayn to Jubei. Of course now, observers are not necessary anymore due to Takamagahara being out of function."

Rachel Alucard wrote:"As there is no specific person listed, whom the Takamagahara may have observed. (Which leads me to a question I just thought of: Who did they observe? Everyone? What is the reason of other observers to exist then? I myself seemed to have observed multiple beings.)"
"Takamagahara most likely observed no person in particular. It was a computer designed to evaluate possibilities of events happening, and watching over all of the world is hard enough of a task to be unable to do anything else."

Rachel Alucard wrote:"Another thing is the uncertain mentioning in the 'List of known Observers', but it is more trivial actually. It lists that I am no observer anymore, yet I am that of Hakumen."
"There the first solution is the right one. The Observer system being most likely out, and even if it isn't, you have been removed of the list by Takamagahara before it has been put out of function. It is the wikia we're talking about, and while most if it is most likely true, it cannot be always 100% right."

Rachel Alucard wrote:"Next big question was if Ragna's hatred towards Terumi (which is a crucial condition upon itself) may function as an observer in itself for Yuuki Terumi. Kokonoe stated it could be the 'reason, which the ghost known as Yuuki Terumi needs to exist' leaving the whole observer-talk out of it. I am satisfied with that answer, actually."
"Yuuki Terumi is a particular case. Hatred from Ragna doesn't act at all like evidence of Observing. Terumi needs hate to stay in this world, but nobody actually knows the reason, maybe it is because he is a ghost... there is no accurate information about it."

Rachel Alucard wrote:"But, resulting from this: Would Terumi cease to exist the moment Ragna does not hate him anymore? Is it a higher cause, that obliderates all other conditions? Which means an observer or life link is rendered useless the moment Ragna does not hate Terumi anymore, 'fulfilling his will as haunting ghost sending him back to the afterlife'.... his search for immortality by choosing a life link with Mu would be futile then, or did I priorize the gravity of known facts in a wrong way? I do hope you can follow my thoughts here, it is quite a complicated topic I believe..."
"Actually, even if Ragna loved Terumi, there are so many others who do hate him much that it would not be sufficient for him to be forced out of this world, because what binds the ghost to this world is apparently hatred, not specifically Ragna's one. Maybe ghosts just need missions or fateful relations, like life-links or observing may provide. This way, Terumi making a life-link with me would definitely make sense, ensuring me to stay in this world even if everything else went out of control."

This actually went much farther than what I know... With the end of Mu's word stream, Kokonoe felt like it was up to her to end the show: "I hope this talk staunches your thirst of answers, Rachel."

"This place feels lonely..." Kokonoe, the main presentator on this show, pointed the lack of activity there. "We might as well do something else."

"Well then. We will answer the questions that didn't encounter clear enough an answer."

"Aomi has no objection."

"Then it is decided. First question we'll answer today is...?"

Kageo-kaka wrote:"Is the Imperator truly Saya?"
"That one looks pretty simple."

"The Imperator looks like Saya. Regardless of the haircut change or the bored expression, she shares Saya's facial shape. However, noone can kow just now if the Imperator is just a clone or if she is the real Saya. If the latter's true, she is clearly not in her normal state of mind."

"Alright. Let's go on to the second question..."

Majamu wrote:"I heard somewhere Phantom is supposed to be Nine's ghost. Is that true to any extent? And if you know interesting things, who exactly is Phantom?"
"Like hell Phantom is my mother. LIKE. HELL.-

"Let's keep it between those who're not side-tracked, shall we?" Shinju had interrupted Kokonoe by opening the trap hole under her. "Aomi..." The Captain sollicitated the one that knew more about it.

"What is known is that Phantom hold most of what was Nine's magical powers. But its armless shape and lack of bodily presence makes unlikely that Phantom actually is Nine enslaved by the Librarium."

"Next question."

Jin Kisaragi wrote:"Yes I have a question, it's about the Murakumo Units, despite all currently 13 Murakumos being replicas of Saya-neesan. During the events of Continuum Shift Captain Hazama mentioned to Noel (AKA The 12th Subject) about her "Brothers and sisters" Does this mean that there has been at least one male Murakumo Unit despite being based off of Saya who is female? Also can you explain what it takes to create a Murakumo Unit."

"Let's answer this one. Aomi, it's your turn again."

"Hazama-sama told there were brothers, but this was probably just to say they're Mu (and Aomi)'s relatives. 'Brothers and sisters' is really generic, so the expression most likely does not carry any meaning. As for what it takes to create a Murakumo Unit, despite of the fact the information is now irrelevant due to the lack of material to build Prime Field Units, Aomi can tell how. Creating a Murakumo requires hundreds of souls, a bit of magic crafting skills, and nothing more, except the body and the sword."

Emerging from the trap hole, Kokonoe sat back and dusted her clothes. "Apparently, someone asked for precisions."

Zeta wrote:"Since you are talking here about the Murakumos, I will, like, ask a question too. Do you know who created us?"

"No need to make a fuss over it. Everyone knows that the crafter of most Murakumo Units is Relius Clover. Real ones, that is. Fakes like you were, or like Eta, and only partial ones like Alpha were made by dreamy incompetents for the first two, and by me for the last."

A silence followed this last answer. "There's no other question?""0 questions remaining...""Let's close this show for now."

"On that note, the episode's over. Stay tuned and ask for more!" With her trademark cat smile, Kokonoe let the rock vanish into ether until one would ever need it again.
