Another dumb idea from me...
Just to have some (unneeded?) data about some characters, especially OCs.
Here's the base structure:

Name: Shibi Sekisei

Race: Human / Ikarugan
Formerly known as Yoshimura Yatsugashira, this subject is a student gone rogue after having born witness to the experiment consisting in the creation of a dual Armagus.
She seemingly targets our agents totally at random, killing them around her way; earning a bounty on her head. Her overall goal is unknown, but some rumor it is revenge.
Her total absence of relations, vague nature and the fact that she kills our agents in her sight make her unpredictable and difficult to control.
Fighting with use of unorthodox weapons such as her crow familiar and cards, she also wields the dual Armagus she stole. This scythe grants her space density control to a little extent, hence it is considered a failure. Those various assets make her a valid threat in one-on-one; but the best trained agents or vigilantes could be able to defeat her.
She can be considered a minor threat.

Name:Kageo-kaka
Height: 5'5"/168 cm

Race: Modified Kaka
-A kaka modified from birth with an experimental system connected to his biotic functions and physiology directly, Kageo-kaka is the only survivor who embraced the now obsolete 'Artifice Core System' and survived its insertion into his body.
-Following the rogue Professor Kokonoe closely as a loyal agent of her group known as 'Sector 7', he is placed in a category of beyond current control through outsourced needs. However, curbing the leader of Sector 7's hatred for the N.O.L. leaves potential options for controlling her loyal follower. His goals appear to be rather simple, to fulfill the professor's wishes while maintaining functionality. His willingness to sacrifice himself towards these goals is not to be discounted as it makes the target fall into the fanatical but not stupid category. While generally a calm subject, he is known to go to great lengths to complete a task given him. Complete control is along the lines of the unknown.
-Using a self-taught form of both armed and unarmed combat, he deviates from the standard use of instinct and seithr, and instead combines the two into a strange yet efficient style which bears a distant resemblance to a form of combat. The subject's unarmed form is named R.C.T. or Retractable Claw Tactics with an unknown style used for the spear.
Outright while it doesn't seem much at first, the Artifice Core System's strange use of a scientific generated value known as Caeruleus Energy which is based off of the Azure as a constant, while not nearly as strong it is known to cause similar effects on a much smaller level. The mysterious 'Aiiro Enmu' or Indigo Blue Haze is known to be a more powerful source that is highly unstable but usable at close range.
Overall the unknown information about the Artifice Core System and its various sub-systems, the presence of an Idea Engine within the kaka, and his strange ingenuity with technique, kaka instinct, and seithr itself make him a mixed threat. Both considered average and potentially viable, he is a moderate risk that is worthy of monitoring closely.

Race: Homunculus

The subject is a Murakumo copy, whose soul somehow survived its encounter with Ragna the Bloodedge. Distinctive signs are red hair and eyes. Seems to wander randomly, and doesn't seem to like fighting, but her abilities are not to be underestimated. The subject seems to hate Sector 7, and her programming involves her acting sweet to Ragna the Bloodedge, the two points of which make control over her achievable but fragile. She uses the standard Murakumo fighting style, which involves summoning sword-like space distortions. Even though the subject is extremely fragile and weaker than Murakumos, she proved quicker according to last reports. If it can get a Murakumo armor, the subject can prove more dangerous, so extreme caution is recommended when facing her. While the subject isn't a primary threat due to her non-hostile behaviour, it can be considered a worthy opponent should it attack.

Name: Noel Vermillion/Mu-12

Race: Homunculus/Murakumo Unit

The subject is the twelfth Murakumo Unit Mu. Her distinctive features are blonde hair, bright green eyes (can vary to plain blue ones), and an overall underdeveloped body. The subject reacts strongly to any mention about its below-average bust. Extra attention is required because the subject might still be wearing a female NOL uniform.
Her purposes are unknown since her defection, but it is highly probable that she is being hidden by Sector Seven. Her current willpower being abysmally low, our main risk is Sector Seven reprogramming her to attack us.
Due to the latest events, the subject holds a strong relationship with renegades Jin Kisaragi and Ragna the Bloodedge. As she is being protected by Sector Seven, and now may suscite more interest from Rachel Alucard, the possibilties of us achieving control over her again is null.
Her fighting style may have changed due to the loss of the Nox Nyctores Arcus Diabolus Bolverk, but it seems Sector Seven has supplied her with an artificial copy. Despite the fact that the subject is wielding guns, its fighting style includes mostly melee attacks, even if distance attacks are to be expected. Her power overwhelms any soldier on a 1-on-1 battle, so caution and high numbers are both required to handle the subject. Her last seen performance gives a possibility of her having retrieved the power of the Eye of the Azure, in which case only the best should deal with her.
The subject is a primary threat due to both her immanse power and her relations with three main enemies: Ragna the Bloodedge, Sector Seven and Rachel Alucard.

Name: Iron Tager
Height: 240 cm / 7'10.5"
Weight: 550 kg / 1212.5 lbs
Blood Type: Organic Oil
Race: Cyborg (possibly part-demon)
Subject is a Sector Seven professor who performs field work. His physical appearance and battle abilities resulted in him being nicknamed Red Devil. He is fairly easy to recognize.
His unflinching devotion to Sector 7 Head Kokonoe caused him to follow her blindly in her revenge. He did a front assault on the Kagutsuchi branch recently, and even after that, he interfered twice with our control over Noel Vermillion/Mu-12.
Since he is widely known and feared himself for his one-on-one battle abilities, and he is blindly loyal to Kokonoe (who is dangerous on her larger scale) control over him is totally unachievable.
Despite his intelligence, he uses brute force in combat. Armed with magnetic gauntlets and an artificial causality weapon, he can easily outpower most existences at one-on-one.
He poses a considerable, but not overwhelming threat.

Name: Majamu Tokimoe

Race: Human (Cyborg hybrid?) / Ikarugan
Subject is an Ikarugan-born opposer, affiliated to Sector Seven according to a recent report. She has been heavily traumatized by her experience of the Ikaruga Civil War, and in particular by Jin Kisaragi. She has a large bounty on her head due to her actions in the 15th Hierarchical City of Torifune.
She already attempted several crimes against us, such as murdering over a hundred students at the Academy, and recently siding with Sector Seven. Though she was thought to be dead, her recent appearance at Jubei's side can imply she has been restored as a cyborg by Sector Seven.
The fact that she is completely devoted to Jin Kisaragi's demise and her impulsive nature make her easily malleable if not for her allegiance to Sector Seven. Controlling her should be possible via a double agent; because control over the head of Sector Seven, Kokonoe, is impossible.
Her fighting style seems to be a mishmash of two styles of Ikarugan swordfighting; along with use of hidden weapons. The extent of her power is yet unknown, but she has great one-on-one combat skills. Nothing large-scale military action can't handle, though.
Given her unknown exact power, and variable behaviour, she poses an intermediate-level threat.

Name: Kouma Sougou
Height: 204 cm / 6'8.3"
Weight: 151 kg / 333 lbs

Race: Boar Beastkin
A vigilante originary from the Sougou tribes of Naobi, and pretty green to the job, he is in Kagutsuchi on his duty to capture large bounties.
He is highly devoted to his family in their goal of bringing justice. So far, he accomplished nothing, but he takes the legacy of his father, who helped the Naobi Branch out of a troublesome situation.
His devotion to justice makes him easily malleable despite his absence of attachment to the Novus Orbis Librarium itself. Whatever issue simple talk cannot remedy can be dealt with by attacking his pride, holding beastkins hostage, or threatening the Sougou tribe and the Kazashi clan. Shows how easy it would be to keep him at bay.
His style of fighting revolves around using his sheer mass. He also takes hints from diverse styles such as fist fighting and old styles of brawling. He uses the shield Dorigame to moderate effect, since he isn't wielding it for long.
He poses nearly no threat to us in all aspects.

Name: Shinju Shimotsuki
Height: 174 cm / 5'8.5"
Weight: 56 kg / 123.5 lbs

Race: Human

A member of the Duodecim and of the Praetorian Guard, the subject is a dedicated and competent soldier of the special infantry section, currently working as a Captain.
Despite her affiliation to the Librarium, she's been seen spying on her higher-ups for her own profit several times, so caution is recommended should she be around important debates. Control over her is achieved, but might be broken at a crucial moment, considering the subject acts for herself, in a manner reminescent of renegade Jin Kisaragi. Keeping the subject ignorant of all our final goals is primordial.
Her fighting style revolves around two items: a short sword and a Grimoire she has been entrusted. The sword is mostly used for her defense, while her Grimoire allows her extensive use of ice and snow generally for offense purposes. She represents a valid threat to soldiers, but nothing that can't be swarmed in case it's needed.
She is absolutely not a threat currently, but an unfortunate turn of events might turn her into an enemy.

Blood Type: AB+ (unexactly but resemblant)
Race: Werewolf
Subject is a low-graded Intelligence Officer in the NOL. He is suspected to be a mole under the orders of Rachel Alucard.
His intentions are completely unknown (if he has any), but he has a habit to be easy-going about his duty. He didn't yet make any blatant move against us, which deepens the veil of uncertainty he permanently carries.
Given the fact that he is part of the Intelligence Department, he can easily be manipulated. Whether he performs well when controlled or not becomes an issue in itself in this situation, though.
The werewolf blood in his veins gives him respectable battle power, though his lack of practice makes him weaker than most of his kind. He learnt some maneuvers from books, though those might be the flaw to exploit since those probably aren't fluid. Higher-ranking agents or moderate numbers will surely get the better of him should the need arise.
In most optics, he doesn't represent a high threat, though the possibility of Rachel Alucard being around him poses him as a valid one.

Currently unlinked to any group or association directly, the subject leaves many levels of potential threats. While not having made any actions against the N.O.L., his previous position as a decorated officer who held various positions leaves him with practical knowledge of standard mandates and functions of the offices. His Ikarugan bloodlines connect him potentially to the efforts to free the Ikarugan people once again, efforts have been made to keep track of the subject's mother; who appears to be tied to the Ikarugan Federation.

Maintaining the target's neutral affiliations out would be key to ensuring his being contained with minimal effort. Possibilities of control lay with kidnapping the target's mother should the subject become a major threat. His hand-to-hand skills, weapon practice, and Ars knowledge make him a considerable threat at close range. These combat skills supplement the use of the subject's Ars Armagus: Makigai Suibou, a static discharging weapon in the shape of a Studded Rod and Spiked shield. As the record shows, his combat abilities are second to none, but as long as close-combat is avoided, the target's remains relatively harmless. Should he join forces with either the Ikarugan Factions or potentially the subject Rachel Alucard his connections to various affiliations, mysteries surrounding his father's activities, combat skills, and openness about his choices make him a moderate threat of value to keep close tabs on.
